Request for Proposal (RFP) for Conducting Third Party Audit of "Family Counseling Centres"

National Commission for Women wishes to appoint eligible and experienced Institutes to conduct Third Party Audit of Family Counseling Centres. The TPA is to be conducted for improving the Quality of Services (QoS) rendered and to determine the impact of the FCCs.

In order to decide as to the effectiveness of this scheme, an Audit of the scheme is required.

Benchmarks for effectiveness could be as follows:

1. For Family Counseling Centers:
   
   1. Whether the FCCs have been able to address the issues raised by beneficiaries that come seeking redressal and provide them counseling services per record.
   2. Whether the complainants have been able to resume normal life.
   3. Whether the FCCs are paying timely salaries to their employees.
2. Beneficiaries: Whether the beneficiaries are satisfied by the facilities provided by the FCCs
   
   1. Whether the CSWB has been releasing funds to support the FCCs on time.
   2. Whether the monitoring and inspection norms in place are adequate for empanelment of good quality voluntary agencies and for checking their services from time to time.
3. Counselors: Whether the counselors were trained in addressing the distress of the beneficiaries as per their satisfaction.
